Planning Board

The Planning Board consists of nine volunteer members, as well as two alternate members, appointed by the Mayor and Council.  These members are responsible for preparing the Borough Master Plan in compliance with provisions of the New Jersey Municipal Land Use Law (MLUL), and reviewing zoning ordinances referred to them by the Mayor and Council.  Additionally, the Board is assisted by a professional staff consisting of an attorney, planner, Borough engineer, and Administrative Officer/Board Secretary.

The Planning Board meets for Public Hearing once a month, on the third Thursday, at 8 pm on the second-floor meeting room at the Borough Hall. A work session is held at 8:00 p.m. on the Monday before the Public Hearing.

Applicants who are contemplating a future proposal of their property for the Planning Board may take a one-time, no-fee opportunity to describe their project on an informal basis with the Planning Board at a meeting. Five to ten minutes are allotted, and suggestions can be obtained from the Board.

Work Session and Public Hearing Procedures:

Our printed agenda is available 48 hours before all meetings at Borough Hall and on the website.  First, the applications will be reviewed for completeness at a work session meeting.  Then, a full review of applications and all official business of the Planning Board is conducted at the Public Hearing. The Chairperson conducts the meeting as a Judge, and the Board votes on the final decision as a jury.

When an application is announced by the Chairperson, the applicant comes forward, introduces him or herself, affirms that their testimony will be truthful, and then explains the nature of the application. He or she will then give evidence. If there are witnesses, they will also be sworn in, then given time to share his or her testimony.  If the applicant is represented by an attorney, the attorney presents the application and order of witnesses.

After all, testimonies are given, the Board will ask questions and seek clarifications needed for an informed vote.  Once the Board has completed this process, the Chairperson will open the meeting to the public.

During the public participation portion of the meeting, each citizen with a question or comment must be recognized by the Chairperson before walking up to the podium, getting sworn in, and speaking.  Anyone can be recognized by the Chairperson once his or her hand is raised.  If the public has a question or comment they must raise your hand. The public is generally limited to five minutes per person, to ensure adequate time for all speakers that night. Circumstances to a particular application may differ; any time extensions or speaking will be adjusted by the Chairperson. The applicant also has the right to cross-examine any members of the public who speak, either for or against the application. Statements from the public should be supportable and not hearsay, such as petitions and wishes.  The Chairperson has the right to close the public portion of the hearing if he or she feels that the audience is unruly or is making irrelevant comments.

Some applications may take more than one meeting to complete. If this occurs, the Planning Board will continue the hearing at a future meeting date, which will be announced at the original hearing.   A continuation or rescheduling can be confirmed by calling the Planning Board Secretary at (201) 818-4400 x216 between the hours of 9 am and 4:30 pm, Monday through Friday.

All Public Hearings are taped, and a Recording Secretary is present. The Board cannot predetermine the outcome of an application.
